About the Matching Grant Programme

The Matching Grant is a key component of the RISE Balochistan – Enterprise Development initiative, a flagship programme of the Government of Balochistan aimed at promoting inclusive economic growth, poverty reduction, and sustainable livelihoods in underserved districts.

 

The programme is designed to address critical development challenges in Balochistan, including persistent poverty, unemployment, economic exclusion, and limited access to financial and market opportunities, particularly for youth, women, and marginalised communities.

 

Under this initiative, targeted financial and technical support is provided to Micro, Small, and Medium Enterprises (MSMEs) through matching grants, enabling them to expand operations, improve productivity, and create sustainable employment opportunities.

The Matching Grant Programme specifically aims to:

  • Promote enterprise growth and job creation by supporting businesses with high potential for expansion and employment generation
  • Enhance economic resilience by strengthening local value chains and improving market linkages
  • Facilitate adoption of modern technologies and innovative practices to increase efficiency and competitiveness
  • Support inclusive economic participation, with a focus on women, youth, and vulnerable groups
  • Encourage private sector development as a driver of sustainable local economic growth

 

The Matching Grant Programme is implemented within a broader poverty graduation and economic resilience framework, ensuring that enterprise support contributes not only to business growth but also to long-term socio-economic empowerment and poverty reduction in the target districts.

INTERNATIONAL TENDER NOTICE FOR SUPPLY CONTRACT OF LIVESTOCK (GOATS) (TENDER)

Balochistan Rural Support Programme (BRSP) intends to award a contract for supply of Livestock (Goats) under project "Post-Floods Resilient Recovery and Strengthening of the Livestock Sector in Balochistan" EU Funded PPAF Component, Grant No PPAF-EU/03-2025/0118 for Districts Lasbela & Jaffarabad, Balochistan, Pakistan.

Details of required Livestock (Goats) are as follows.

LOT 1: District Lasbela     (Total 4,150 animals (830 male and 3,320 female animals (One beneficiary break will be “Four (4) female + one (1) male” animal

LOT 2: District Jaffarabad (Total 5,810 animals (1,162 male and 4,648 female animals (One beneficiary break will be “Four (4) female + one (1) male” animal)

Breed specification: Young Adult 2-4 teeth (60%:40% ratio) (approximately 1-2 years old) properly aligned, horns not broken and not overgrown, Young, Healthy, active and alert, without mouth lesions, without torn ears, clean nostrils, smooth body coat (wool /hair in good condition), No wounds, abscess, or swelling, must be without lameness and disease, including ear tag pre numbered type and vaccination, before distribution.

The suppliers having relevant experience of 5 years are eligible to participate in the biding process and shall also be registered in Income tax, under Tax laws of Pakistan. The bidders shall submit its complete firm profile along with required documents as mentioned in the ITT and call deposit in the name of BRSP for the amount equal to 2% (Refundable) of the total bid amount as bid security. Bids completed in all respect shall be submitted on or before July 20, 2026 up to 17:00 Hours (PST) and will be opened on July 27, 2026 at 15:30 Hours (PST) in presence of Procurement committee along with bidders or their authorized representatives. The date for pre bid meeting is June 30, 2026 at BRSP Head Office at 11:00 Hours (PST).
