Balochistan Rural Support Programme (BRSP) invites sealed bids from firms registered with the Pakistan Engineering Council (PEC) in Category C-4 and above for the civil works of the Main BCRE Building at BUITEMS Campus, Quetta, under the project “Balochistan Centre for Excellence in Renewable Energy (BCRE)”. Interested and eligible bidders may obtain a complete set of bidding documents from the BRSP Office located at 5-A, Gulshan-e-Janan Street, Sariab Road, Quetta, or download them from the BRSP website: www.brsp.org.pk.

Bids must be submitted to the Procurement Unit, BRSP Head Office on or before 10:00 a.m. on March 06, 2026, along with a bank draft/pay order of PKR 1,600,000/- as bid security.

A pre-bid meeting will be held on February 25, 2026 at 11:00 a.m. at the BRSP Head Office, Quetta.

The bidding process will follow a Single Stage, Two-Envelope Procedure, consisting of one outer envelope containing two inner envelopes: Envelope 1 – Technical Bid (Declaration of Undertaking, Bid Security, and Technical Bid Documents) Clearly marked: “Technical Bid for Civil Works of the Main BCRE Building at BUITEMS Campus, Quetta, under Project BCRE” Envelope 2 – Financial Bid Clearly marked: “Financial Bid for Civil Works of the Main BCRE Building at BUITEMS Campus, Quetta”

At the first stage, only the Technical Bids will be opened on March 06, 2026 at 10:30 a.m. in the presence of bidders and the BRSP Procurement Committee. Financial Bids will remain sealed. At the second stage, Financial Bids of technically qualified firms will be opened on a date to be notified separately.

Note: Non-submission of the signed Declaration of Undertaking and Bid Security with the Technical Bid will result in disqualification. BRSP reserves the right to accept or reject any or all bids without assigning any reason thereof.
